Admin user cannot change Time condition #932

What steps will reproduce the problem?
1.Created admin account for a tenant that will manage the basic config
2.admin user tried to change minute of day but cannot save the new minute. It 
keeps on going back to the minute saved by superadmin
3.superadmin can change Time Condition

What is the expected output? What do you see instead?
Want admin to change the Time Condition without the use of superadmin

Thanks for reporting this bug it has been fixed in the dev branch and will be 
released in the FusionPBX 3.8.
