Expansion keys are not working on provisioning #941

What steps will reproduce the problem?
1. Try to provision a Cisco 504g, Cisco 525 and Yealink t46g
2. Add expansion keys (BLF) to the provision template.
3. Check the provision via the web, no expansion/blf keys will be shown.

What is the expected output? What do you see instead?
It should add the expansion/blf keys to the proper places in the templates.

What version of the product are you using? On what operating system?

See attached files, you can see at the bottom of the provision template that 
the two expansion keys I have added are not getting placed in the file.

go to the advanced class, they work but you dont know how

I've been to the advanced class, this is how it was shown to setup.

They don't work... Granted i am now on an old dev version so need to update.

Expansion keys need more work in the template.
