What revision of dev are you running? In what way are you able to verify the
domain "is not actually deleted"? I cannot duplicate this issue, but am
running the latest revision on the dev branch. Please advise.

I'm on Revision: 8310. I'm also using HA, memcache, etc.

Possible to update your system to the latest revision? Hard to know if one of
the last 50 commits may have fixed your issue or not. Do your FS logs show
anything when attempting to remove the domain?

This is not an issue '/usr/local/freeswitch/conf/lang/fr/phrases/*.xml' its
simply freeswitch stating there is no files in that directory.
For HA you should contact paid support.
