Global Gateways Do Not restart when you reload Sofia

What steps will reproduce the problem?
1. Create a few gateways that do not register
2. Set them all to global
3. Reload Sofia External & Internal 

What is the expected output? What do you see instead?
The gateways would remain enabled. However, the gateways do not re-start, and 
you cannot click "Start" to re-enable them. You have to configure one of them 
to be on a regular domain to restart them. Once they are restarted, you can 
switch them back to global.

What version of the product are you using? On what operating system?
3.8 RC 1
Debian Wheezy

I suspect you are using the dialplan from the file system. Don't use global 
dialplans if using XML from the file system it incompatible that way.

Next tip when changing a gateway setting restarting the gateway is required.

So you have to use the XML handler to make the globals work?
