Call blocking not working #973

What steps will reproduce the problem?
1. Add an entry for a call block, such as your own mobile number.
2. Perform a test call from your mobile number.

What is the expected output? What do you see instead?

I would expect the test call to take the action configured.  Instead nothing 
happens.  At least in our case, I'm wondering if this is because our SIP 
provider sends a + in front of all numbers.  Entering a number to block seems 
to strip that out when added.

What version of the product are you using? On what operating system?

Latest dev branch (also happens in stable).  Debian Wheezy.

Actually, this might not be an issue anymore (in fairness I haven't tried it in 
a while and was just getting around to opening this ticket).  I blew away all 
my configured call blocks and did a new test from scratch and it worked.
