unable to create a new user #981

What steps will reproduce the problem?
1. check the group list (superadmin, admin, user, agent...)
2. accounts > user manager > add a new user (+)
3. select a group for this new user

What is the expected output? What do you see instead?
no groups in the group list when i want to add a new user so i'm unable to 
create a new user

What version of the product are you using? On what operating system?
V3.9.0 on debian 7 (ESX 6.0)

Please provide any additional information below.
I'm able to create new groups in Group Manager (Advanced Menu)
I'm using Multi Tenant and when i click on "fusionpbxadmin" user (user manager 
menu), i can't add or delete groups for this users) but to add another user, 
there is no group list.

I tried to execute  Upgrade > Schema as answered in TT958 but don't change my 
issue.

You can see it in attached file.
