distinguish between Level4 or Level5 behavious in fusionpbx

in level4 I'll provide extensions to different customers. therforem automatic 
user creation on extesions creation, returning to extension or fax page after 
creation, 

in level5 scenario I'll provide extension to a single entity or customer, and 
provide access to exntesions or faxes on a group permission basis, rarely on 
owner assignment.

if this setting could be set by tenant (or domain) would be great
