Usage for helm chart #128

What would you like to be added: Add usage for helm chart in README.md and README_cn.md file.

Why is this needed: With the help of @iawia002, we can use helm chart to deploy karmada dashboard. However, related document doesn't update, so we want to update the usage for helm chart.
