Teensy 3.1 sampling rate wrong #34

When requesting a sampling rate of F, we're actually getting F/2.

Haven't checked the timer on the pin-change yet.

Fixed. Two bugs, both related to the PITs being driven by the bus clock, which is half of 72MHz system clock.
