Add capability to run without aerosols or clouds. #1

Have the interface not allocate aerosols or clouds when provided a profile with all negative concentration values (-9999, or something). So you can avoid allocating the atmosphere structure with aerosols and clouds, and in turn avoid running ADA if you just want something simple like constituent sensitivity/jacobians.
