How to enter Comm Station #8

On page 26 of the AoR Adventure Book is an entry for Comm Station. This is a stationary structure entered as a Vehicle entry. Where/How should this be entered?

In Long Arm of the Hutt there's a stationary laser cannon also listed as a vehicle. Would it make sense to classify stationary vehicles as structures under a different heading?
