Add data licence #6

First up, this is awesome: congratulations.

The Ts & Cs at http://openstreetview.org/terms/ give a licence for the code (LGPL) and the imagery (CC-BY-SA). However, the licence for the metadata is not stated - i.e. the location of each photo, the date of recording, etc.

In Mapillary this is explicitly closed-source, making it more like Google Map Maker than OSM. (That's why I won't use Mapillary - I'm very happy for third parties to profit from my labour, but not for them to monopolise it.) With OpenStreetView being, well, "Open", I'm hopeful for something better.

Could you add an explicit data licence? (Hint: CC0 or ODC-BY. :) )

@systemed yes we should.

Importing data with CC-BY-SA into OSM is incompatible (https://wiki.openstreetmap.org/wiki/Import/Guidelines#Step_3_-_License_approval). I guess a waiver has to be added for the image data for inclusion into OSM like Mapillary has?

This really should not need that much time :) Any progress on this?
