Support pipenv and update packages to safe versions #65

This PR adds a Pipfile to add support for pipenv and updates some of the dependencies to versions that do not contain known security vulnerabilities:

requests updated to 2.21.0
Django updated to 1.11.18
Pillow updated to 5.1.4
