Latitude and Longitude are Being Mangled When West or South #76

I've used upload-scripts to upload a few test tracks to openstreetcam.

Instead of showing up in Los Angeles, California, USA, the tracks appear in China.

The reason the tracks appear in China is because the longitude is being recorded as 118 instead of -118.

I've found the problem in exif_processing.py, and a patch is forthcoming.
