FR39 support SANS 1878 metadata profile #12

All data sets must be described by a canonical ISO 19115 metadata record with the SANS 1878 profile.

Metadata editing is likely to happen in GeoNode, QGIS or the pyCSW API so each of these should support SANS 1878.

@NyakudyaA please size. This also needs to be done for SANSA so discuss with @boney-bun, he's done quite a bit with pyCSW
