Troubleshoot layer configuration issues #92

From the admin interface, when attempting to use the layer configuration view, django responds with a KeyError for the dbname value. This may be realted to the use of the pg_service config and may require the manipulation of one or more of the dkango models.

Not that this interface is utilised for managing download access and tile cache settings. Although it is possible to access/ modify these settings from the django-admin interface it is experimental/ dangerous and requires significant manual work to perform correctly
