Set up layer caching #93

Related to #91 and partially dependant on #92 , the map layers for each project should be configured to be cached independently in order to increase performance.

This should be activated per project / per layer https://maps.wbr.kartoza.com/en/admin/qdjango/waterberg/projects/wbr-semp-2020/layers/. It uses tile cache in the background so when all the layers are ready, we will need to reseed again. I have tested for a single layer and it seems something is broken with tilecache. Will test further and report if it's an upstream issue otherwise will find alternative
