removing repeated world from leaflet #361

fix #359, the leaflet map will display grey area outside the world extent.

that's still not right, it must default zoom to South Africa and it can fill the map view

@gubuntu it defaults to south Africa and it fills the map view, this is the very zoomed-out version of things, @ThiashaV referred to case that once you zoom out the world repeats itself three times, that is prevented here

this is the default, do you mean we should prevent zooming out of SA bounds ? SA bounds

I think we shouldn't even allow zooming out beyond SA
