Similar number of metadata records shown in all organisation #472

When viewing metadata records in the organisation, as a registered user and an organisation member, all organisations display a similar number of records:

For R1 user, they can now see the number of public records on the various organisations image

imo the number of records in an org should be the total, no matter who has permission to see them.

the fact that many orgs have a similar or low number might simply be because most records haven't been allocated to orgs yet, which metadata owners will do for real after the first production release

The relative number of records per organisation are displayed: issue472_1

It was mentioned previously that the number of records reflected should only be the number of records that the user can view, this is the current behaviour.
