fixes with dataset counts for non admin users #484

fix to #472 currently when the dataset is viewed by non-admin users and anon users it reflects the number of the public records by corresponding org. Screenshot from 2023-02-08 00-16-00

@seabilwe this PR is merged before running git action workflow and might not reflect on the testing site, once a newer one is made it's going to reflect on the testing site.
