Calculate road stats #216

For FBF can copy paste all the logic on the dB side to also calculate road impacts So the summary tables will get summaries of roads affected by type When Anita comes back she can add that to the front end too

I mean calculate which roads are impacted by each event and generate affected roads by type by flood class Just like you have done for building Each road can just have one Vulnerability factor based on type for now And it should have a Vulnerability score which for now is exactly the same as the type score... We will add more factors latrt6 Later
