Styling buildings by vulnerability, flooded status, blueprint #34

Lets have an option have different cartographic views of buildings:

flooded / not flooded
affected / not affected (affected buildings are those above a certain threshold of depth, or all if no flood depth recorded for poly)
blueprint (all white like we have now)
building class (@carina1000 to make an InaSAFE friendly palette)
vulnerability level (graduated colour, deepest hue is most vulnerable)

@ann26 can add a picker in the building section to select the theme
