Fix #44

This PR:

[x] Update draw flood function to enable user to select forecast date and station.
[x] Update the source of the data to be user in the database
[x] automatically add current datetime to be reporting_date_time

When the check box for forecast date or station is not selected, forecast_date and station will be empty.
