Provincial Search is Stuck #606

Bug Report

  1. go to the "what to study" tab.
  2. search for "engineer"
  3. select the regional selector and select a region.
  4. click on "where to study"

Error

Although at this point there is no region selected, the cursor is in select region mode.

Expected Behaviour

This should not be the case. All spatial searches should be cleared when switching between tabs.
