add geocris initial data #7

Adding initial data for geocris Note :

i can't find sub distric and village data, so need to update some views geoserver can't show the buildings (i think because of village is not found) for example flood data, can be found here : https://github.com/kartoza/geocris-inasafe-fba/blob/959ee7139b6f6ecd5f0b8853a7eeba410ebaa402/fixtures/tests/grenada.flood.geojson
