Add ability to choose analysis extent #130

Problem

After uploading a layer in geonode. The analysis runs on the extent of the hazard and impact layer.

Solution

Like in Inasafe QGIS. Allow an option to set analysis extent before running an impact function. So that a user can select to run a smaller area.
