fix metadata download filenames #385

I just tested one option 'ISO' and the file download is just called csw.

It should rather be something like <layer_name>.xml and have an appropriate mimetype.

Check and fix for the other download options as well.

Tested with health facilities layer and the Standard Metadata - XML format are viweable in the browser first. When you click on them there is no option to automatically download them.
