Preserve metadata error on upload #484

Problem

When trying to upload layers with metadata and choosing the option to preserve the metadata results in an error

But uploading the layer and choosing edit and then upload the metadata works properly.

Solution

Make it happy and why is the one method working whilst the other is not. we need consistency across the UI

This error is caused by the metadata that is generated by InaSAFE. The metadata contains the following line <?xml version="1.0" encoding="UTF-8"?> This sets the encoding to be used by the whole metadata document.

Removing this makes the layer upload successfully I will close this ticket and open a new one showing the only problem left. cc @boney-bun @lucernae
