Fix thumbnails! #517

Thumbnail sizes are unacceptable - they must all be the same size (as previously requested) without losing the aspect ratio fixes.

simple: all thumbnail WMS GetMap requests must have the same image size!

These are a few current ones that are correct:

Once you've fixed it, regenerated all the incorrect thumbnails to fix them

@gubuntu It's fixed now. To recreate thumbnail, zoom to extent you want to create. Then click on Edit Layer > Set thumbnail. See it in testing.

Zoomed in to a screenshot 2018-11-13 at 11 20 04 small area and created a thumbnail and it worked.

NB: Caveat a user has to do a hard refresh on the browser otherwise he would think the thumbnail was not created. I
