reset layer thumbnail not ideal zoom #526

the layer thumbnail fixes are great - I reliably reset the thumbnails of many INGC layers fast and without a hitch.

The only problem is many of them would be way better zoomed in one zoom level. Why do many of them not match the layer extents?

Perhaps if the closest zoom level is a smaller scale than the layer extent then rather zoom in one leve, even if some edges of the layer are cut off
