layer names inconsistent

Layers seem to be named randomly with no consistent convention

Review names so they are clear and consistent.

Layers in a series (like all the return period flood layers) should especially follow the same convention.

examples

• 'Flood - 50 year return Period' should be 'Flood - 50 year return period'. Note lower case 'p'.
• ' Cyclone Wind - 1000 Years Return Period' should be 'Cyclone Wind - 1000 year return period' - note change of case and singular 'year'
• likewise with this and others, here it's also missing the hyphen 'Cyclone Wind 500 Years Return Period'
