Extend GeoSAFE to support custom minimum needs #293

Currently GeoSAFE uses default minimum needs from InaSAFE - we need to be able to upload our own minimum needs profiles - INGC will use a modified version of the SPHERE standard. We propose to do this by syncing the InaSAFE resources folder into GeoNode using Resilio, so that we can easily tweak minimum needs on our desktops and deploy to the production server. Alternatively we can use a separate git submodule.

@raisserafael will create these in InaSAFE desktop and supply the file.

Please deploy this as the default minimum needs in Mozambique GeoSAFE.

Also document / implement a way to update them - via btsync or web form?

@myarjunar is currently busy with custom report + localization. I think I will take it after geonode backup/restore procedure is wrapped up.

The Minimum needs definitions are read as seen here:

But the number and report layout seems wierd.

@myarjunar can you confirm this?

It's been semi-tested above - @raisserafael provided a custom json file (English only) that InaSAFE should be using instead of the default. So if the values and text in the report are non-default, we could say this is closable.

However the layout issues mentioned above should be checked (and addressed if necessary)

@NyakudyaA if @raisserafael provides different minimum needs profile for en and pt we can try running analysis for different locale and see the difference. The analysis needs to be on population exposure so the Min Needs will be calculated.
