upload pdf report and linked it with the impact layer and the analysis object

@myarjunar doesn't the upload document references any layer in Geonode already. You can also link a document to multiple layers or you want to do it automatically ?

The pdf reports generated by InaSAFE need to be loaded as GeoNode docs and linked to the impact layer automatically.
