remove MapSurfer and change default basemap #531

See what's going on with MapSurfer source and why it's so unreliable (has it closed down?). Change the default basemap everywhere (map, layers, analysis etc.) to one that works and remove Mapsurfer completely, replace it with another open option.

It just hits the rate limit. That's why I added the second basemap in the past. Just switch to the second basemap in the view as the default (configurable from settings page).

@lucernae can you give a link to the settings page. I do not see it there
