Allow data scientists to upload data and continue being organisational managers for specific organisations #1937

If I am an organisational manager for Org_A but am a national data scientist, I should be able to upload data to Org_A, manage the data for Org_A and add users to Org_A but while being a data scientist and being able to view the data of other organisations. However, me being a data scientist should not overwrite the fact that I am still a manager to org_A.

@ketankartoza sorry for this change, it was just finalised now in the meeting we had with the client
