Labeling of the provinces on the charts is not always correct #2081

Doesn’t always show the the values or label the colums correctly in the charts tab. Possible related to #2079.

@amyburness I've checked about the provinces chart, now it should be showing fine. I tried to filter by different years and checked againts province report. However, I've found a bug in the province report (possible related to #2080) which the report cannot show multiple species data. The bug is fixed by #2094.
