Feat upload polygon

[danangmassandy]

This PR fixes #202.

• Added new POST API to upload shapefile/geojson/gpkg
• Store the location object for each user
• Cleanup location after 2 months
• Added location_name request parameter to the Measurement API
• Remove POST Method of Measurement API
