set up backup orchestration #4

set up orchestration either in this repo or in the README, referencing existing orchestration elsewhere to install kartoza backup services in docker

  1. backup databases
  2. do tower of hanoi backups to local and external targets, of database backups and important static files
  3. optional: share backups via btsync for offsite backups. Discuss with Femi. In this case also set up docker-btsync orchestration

I have included Postgres backup in the docker orchestration. I have put the instructions for running bit sync for the database backup. The GeoServer data directory is very big and we need figure out if we going to back it up.
