Toy ML model for deployment example #106

This PR adds uw.R which creates a toy ML model and deployable artifacts.

@chatty1406 The files produced by this script should be enough to get a prediction service going.

If TF complains about the saved model, try with the latest 2.0 preview i.e. https://pypi.org/project/tf-nightly-2.0-preview/
