Empty change log #1

While packaging IRI for Debian, I noticed that the Changes file in the distributed tar-ball is empty. It looks as if it should be generated before building the tar-ball, but something went wrong at that stage.

Thanks for reporting this. It seems to be a regression in some of the tooling, as it's affecting several of my modules. I'll try to get this fixed, but it may take some time to sort out.

Seems to be fixed as of 0.005
