Display Builder for CS Studio (Java 11) at FRIB #554

@kasemir Here are the changes that Eric made to get Display Builder to compile and run for the FRIB product on Java 11. After you comments yesterday (#553), I am considering removing Display Builder from the CS Studio product, and focus on use of Phoebus.

I've merged this in case it helps those who want to work on compiling this with the current 'master' of the Eclipse-based CS-Studio, but yes, I agree with the idea of transitioning to Phoebus. Can be a direct jump, or in a more gradual approach using the transition plugins that Kunal's been working on. Of course we don't delete the Eclipse-based CS-Studio repo, so those happy with BOY etc. can continue to use it, but I'm afraid that won't get easier to compile.
