add API docs note about switching between configs #287

This PR adds a small note reminding users to quit the application when switching between configuration file options. As it's such a small change, I've not added any notes to the Changelog. Please let me know if I should do that.

Thanks! 🙌 I restructured the documentation completely, so I couldn’t merge this anymore, but I copied the note manually, see https://kasper.github.io/phoenix/getting-started/loading.
