None of the other tools cost 2 moves, nor do any of the other tools create superfluous constructions besides this one. it's inconsistent UX and is not well explained if this is the intended behavior.

Forgot that it cost an extra move. I do remember @kasperpeulen explained why this was early on in the project, though.
