Tools are available that shouldn't be unlocked yet #380

See screenshot showing the tool available that's supposed to only be available after beating this level, and even further tools. This continues with level 2, 3 etc. with small variations on what's available, but generally I got students complaining how the game was supposed to work as they could just do everything in one step.
