Sakura Wars (PAL) IOS 249 Re20b don't launch with R228 and previous version...
(Error 001).

CIOS or Wiiflow problem?

I have Sakura wars, so long, my love ntsc and i don't have trouble with that. I 
have Ciosx rev 20 with base 57.

This is not a wiiflow problem thats all i can say.  Either your cios is failing 
or the dump is bad i guess.  Either way cios20b is not good, use Ciosx rev19, 
both of you.
