Let me know what you think! Also, would you like to test that unverified staff cannot create an adoption?

@kasugaijin All suggested changes have been made, and I also added a new assertion that a flash notice message should appear when an adoption is created.

This file is sitting at 199 lines of code, so your initial guess of "a couple hundred lines" was bang on lol
