Language characters encoding issue with reCaptcha's help page

What steps will reproduce the problem?
1. Write my own customised recaptcha form
2. have the help button to open up a new widow with url of 
https://www.google.com/recaptcha/help?hl=RU
3. RU is passed in to open up the help window in russian, then i experience 
language encoding problem

What is the expected output? What do you see instead?
i didn't expect to see character encoding issues.

What version of the product are you using? On what operating system?
this happens in Windows and Mac and Linux, Doesn't happen in webkit browsers 
but for the rest it does

I'm having problems with the reCaptcha's help page, when it is displaying other 
languages such as Russian, we get a character encoding problem where some 
characters are showing up as a bunch of ????? question marks. This does not 
happen in Chrome, but it appears in other browsers such as IE, FF, and Opera

I'm passing in the value of RU into the param hl. e.g. 
https://www.google.com/recaptcha/help?hl=RU

i have attached a screenshot of what i am seeing in FF. Maybe i'm missing 
something like a param to set characters encoding?
