Add Runes as a mutator #40

I agree that Runematch in Nexuiz was lame but Runes as a mutator can be actually fun on servers. Servers with runes are quite popular in the Unreal Tournament series.

runes already presents and using on servers. they are enabled in "camping rifle" and in "bestakimbo" teamplay.
