It's been discussed between the @kata-containers/architecture-committee the lack of resources to invest on getting the pieces in place to do a 1.13.0 release. We advise people who feel opposed to that and are following this PR to jump on the architecture committee call, later Today, where we'll have a final decision about this topic, together with the community.
