Mark ARM jobs as non-required #461

ARM jobs are failing in the baseline for the past 7 consecutive days, thus we should make them as non-required: http://ci.katacontainers.io/view/Daily%20baseline/job/kata-containers-2.0-ubuntu-20.04-ARM-main-baseline/

@jongwu, please, whenever you have some time to investigate the issues, please, let us know and we can re-enable them after a few consecutive days of those having a green status.

@jongwu seems to have worked this out and it seems ARM CI is green. Due to this, I'm closing this one for now.
